  14.         As part of a continuing process to locate and 
  15. investigate possible sites of contamination, the Jet Propulsion
  16. Laboratory has uncovered and demolished an aged dilution chamber
  17. that was part of a storm drain system used more than 30 years ago.
  18.         Several weeks ago, a construction crew discovered the old
  19. storm drain system while repaving a road in the eastern portion of
  20. the Laboratory near the arroyo.   The chamber contained liquid and
  21. a black, sandy sludge material.    
  22.         Analysis of the sludge revealed traces of carbon
  23. tetrachloride (13,400 parts per million) and lesser amounts of
  24. other solvents, metals.  Trace cyanide was measured at 0.5 parts
  25. per million.  The removal and disposal of all the waste material
  26. was handled according to federal, state and local requirements.
  27.         Once workers removed the dilution chamber they discovered
  28. an even older seepage pit underneath it.  This seepage pit is
  29. believed to be one of 35 possible contamination sites in the area
  30. round the Laboratory that JPL officials have identified for future
  31. investigation.  All new construction sites at JPL are routinely
  32. examined for possible signs of contamination.  Seepage pits were
  33. used to dispose of a variety of material during the 1940s and 1950s
  34. when JPL was a U.S. Army ballistic missile facility.

  36.         Last year, JPL contributed $1.125 million to the City of
  37. Pasadena for the construction of a temporary treatment plant that
  38. will decontaminate four water wells in the arroyo.
